To make the spiced pear syrup, combined peeled pears, orange pieces, cinnamon sticks, cinnamon sticks, water, sugar, and spices in a pot. Simmer for about 15 minutes, until the liquid has reduced by almost half.
Strain the syrup through a fine mesh strainer, pressing down to release all of the juices from the pears and oranges. Chill the syrup until ready to use.
Combine 1.5 oz of bourbon with 1/2 oz of the pear syrup, and 1/2 oz of apple cider over ice. Stir and top with soda water, orange wedges and fresh rosemary springs before serving.
